Broadleaf herbicides cannot tell the difference between weeds and the leaves on your shrubs. So, if your shrubs are accidentally sprayed, there will be damage; how much damage depends on how much spray comes in contact with your plants. To avoid damage, spray on a calm day, keep your sprayer close to the ground, and use the sprayer's shield to direct the spray away from your shrubs. You also can spot spray in that area with a read-to-use pump sprayer. The best solution would be to avoid using a weed killer near your shrubs and hand weed that area instead.
