How has BSE affected the export of beef semen from Canada to the states? And if it has had an effect, what guidelines have been put in place to resume trade again?

There has been essentially no effect. The O.I.E. International Animal Health Code Chapter 2.3.1.3.8 states: "Regardless of the BSE (bovine spongiform encephalopathy) status of an exporting country, Veterinary Administrations should authorize without restriction the import or transit through their territory the following commodities: ....semen and embryos...." Canada and the United States recognize this and just added some clinical freedom statements to the health certificates to maintain trade in semen. Many countries did not accept this statement, and it took some time to get trade reopened with them.
