I live in Colorado. What is wrong with evergreens whose needles are turning yellow; can the problem be treated?

The yellowing of needles of evergreen trees may be caused by a number of different problems. Principal among these could be early-stage insect infestation such as mountain pine beetle, ips beetle or spruce/fir budworm; needle casts or related fungi; reaction to outside influences such as chemicals; or it could be natural regeneration.
