When is the best time to mulch perennials for winter protection?

Mulch for winter protection is best applied after the ground temperatures cool down. The purpose of a winter mulch is to keep the soils temperatures cool during the winter season when air temperatures fluctuate so dramatically. The mulch will help alleviate damage from the numerous freeze and thaw cycles that occur through the winter season.
