What are some recommended shrubs to plant along a fence and walkway that would provide rabbits a safe haven from cats and a nontoxic food source? I live in Colorado.

The biggest challenge in providing rabbit habitat will be selecting shrubs that rabbits do not damage too much. A recommendation would be to plant native shrubs if possible--rabbit brush (Chrysothamnus nauseosus), woods rose (Rosa woodsii), three leaf sumac (Rhus trilobata), New Mexican privet (Forestiera neomexicana), and mountain mahogany (Cercocarpus montanus) are not overly attractive to rabbits but would provide protective cover and a food source. Shrubs that are less susceptible to deer browsing may also be less susceptible to rabbit browsing.
