What is the best way to treat a flooded area to get rid of mosquitoes?

Flooded areas can be treated with floating Bti briquets or other approved larvicides to rid the area of mosquito-breeding habitat; however, a better, longer term solution would be to fill in the depression, if feasible, or improve the drainage in that particular spot.
