What is the optimum size for a compost pile to keep it productive?

The best size for a compost pile seems to be between 3 feet tall by 3 feet wide by three feet deep (3' x 3' x 3') and 5' x 5' x 5'. If it is any smaller, it tends to dry out too quickly.
