Why doesn't the Comprehensive Nutrient Management Plan (CNMP) address air quality?

CNMPs are developed by the Natural Resource Conservation Service (NRCS), not the Environmental Protection Agency (EPA). Nutrient management plans that are part of EPA or state permits focus on water quality, as that has been the primary focus of EPA regulations, to date.

Some states already regulate air emissions from animal operations (e.g., CA) and they are covered under the Clean Air Act. Studies are currently being conducted concerning agricultural air emissions.
