Does a "cap and trade" system mean that one can pollute more now if they purchase emission credits?

Yes. However, realize that the goal is to reduce pollution. Those adopting pollution reduction practices now can offset some of their costs by selling emission credits. The net result is less total pollution because the individuals selling the credits have reduced their impacts. Most likely future regulations will become more stringent, and there may not be any method to offset those costs at that time.
