My horse has a large sand crack that has been drilled out and plated. The crack still moves by about 1/32 of an inch as the weight goes on and off that foot. Does the crack have to be 100% still?

It is important that the crack be immobilized. An immobilized crack will heal more quickly. Drilling the crack out as you have indicated is important and filling it with a self-polymerizing acrylic plastic or epoxy hoof repair material will decrease the convalescing time and will remain with the hoof until the hoof grows out.
