I would like to overseed a cool-weather pasture used by horses. I am thinking of planting wheat but want to determine that it isn't a high fructan grass.

There are many cool-season grasses you can plant for horses. Two of the more popular ones are Kentucky bluegrass and orchardgrass. They make excellent cool-season pastures. Some people do plant and graze winter wheat pastures without incident, but if you want perennial plant growth, you should plant a cool-season grass provided you live in an area where cool-season grasses can survive the summer.
