I have wisteria vines growing intertwined with a chain link fence that I want to replace with a wood fence. What is a good time (fall or spring) to remove the fence and cut the vines? How much can I cut them and have them survive?

You will lose a lot of your canes when you cut the vines from that fence, but the root system should still be in good order. The wisteria will need some kind of support (wires, trellis, etc.) to climb a wooden fence.
