Who pays for a meat plant to become certified organic?

If the plant pays for the certification, the plant “owns” the certification, and is free to process for any organic customer. Another option is to require the customer seeking the service to pay for the certification process, in which case the customer “owns” the certification, and the plant may process organic product only for that customer.
