If I have my livestock processed in a state-inspected facility then does the state have to approve my label?

Yes. Contact your state's meat inspection program to find out exactly how to go about this. In some states, only the processor may apply for label approvals, so you will have to work with your processor. In other states, you as the livestock producer will apply for approval for your labels.
