I have a foal that at birth had good immunoglobulins IgG 12.4 g/l and now after about three weeks has an elevated temperature and swollen joint.

The rule of thumb that a foal should have a blood concentration of 8 to 12 g/l of IgG does not guarantee that the foal will not contract an infection. You should consider these symptoms to indicate a health emergency for your foal and contact a veterinarian immediately!
