When cutting down trees and shrubs, do I need to remove the tree stump and roots?

It is usually not necessary to remove the stumps and roots for defensible space purposes, although some homeowners may choose to do so for aesthetic reasons. In some areas, local ordinances may stipulate a maximum stump height. Other areas may encourage homeowners to leave stumps and roots in place to prevent soil erosion.
