In most states, it will be law enforcement - typically, your county sheriff's office - that provides the official "all clear" to return home. If you have checked into a Red Cross evacuation shelter, they, too, can provide you information about whether the county sheriff's office has allowed the return of residents to their homes and neighborhoods.
