My mother-in-law needs a copy of her parents' last will and testament. Whom do we contact to request a copy of their will?

Assuming the parties to whom the will applies are deceased, if your mother-in-law lives near the court where her parents' probate was filed, she can go there and request to see the file. Once probate is filed with the court, it becomes a public record.

Courts vary on how they charge for copies.

If your mother-in-law doesn't live within driving distance of the court, she can call the court to inquire about their policy for ordering copies by mail. They will probably want to be paid in advance.
