If sodium is of little concern in public drinking water systems, why did EPA include it on their Contaminant Candidate List (CCL) for potential regulation in the future?

Sodium does not appear to be a drinking water health risk comparable to many other priority contaminants so it seems logical not to include it on the 1997 CCL. However, since the medical profession is still debating the potential effects of sodium in the diet, EPA decided to include sodium on the CCL. This would provide an opportunity to reexamine it and possibly correct an outdated guidance because sodium was listed as a potential chemical for regulation on EPA's 1991 priority list for regulation.
