Water is a critical commodity, so drinking water utilities have been doing vulnerability assessments, emergency preparedness and action plans for quite some time. In the past these plans were limited to how to deal with natural disasters, such as hurricanes, floods, tornadoes, and earthquakes. They also illustrate how to deal with catastrophic equipment failure, extended power outage, fire, chemical spills, or even organized labor issues in some cases. They must now assess the vulnerability of the water utility to terrorist attack.
