Is it safe for miniature horses and full-size horses to eat clover in the pastures?

Clover is a great forage for horses. It is considered a legume, so it is higher in protein and other nutrients. Occasionally, a fungus will grow on the clover in extreme weather conditions that will cause hypersalivation of the salivary glands, so your horses will go through a phase of "slobbering" profusely. However, this is not life-threatening and will disappear when the fungus does.
