Buttercups are toxic to horses, but I understand that dried plants are not. Can you please comment?

Buttercups are toxic to horses, but only at a very low level. Not only is the toxicity level in the plant low, but horses will typically eat the plants only if they have no other forage alternative (e.g., grass, hay, etc.). If buttercups were to be dried, as in hay making, the toxin typically evaporates, so there is usually not a chance for toxicity.
