If you opt in to pay an over-the-limit fee on a credit card, can a merchant still cancel a purchase?

Yes. "Opting in" (i.e., agreeing to pay an over-the-limit fee on your credit card bill when a transaction puts you over your maximum credit limit) does not guarantee that the transaction will go through. Your credit card issuer may have set an internal limit of its own. For example, the card issuer may only allow you to exceed 15% of your credit line (e.g., $150 on a credit card with a $1,000 limit). If you charge over this amount (e.g., $200), your transaction may be voided even if you are willing to pay the over-the-limit fee.
