I compost household garbage, grass clippings, ashes, sawdust, and anything else organic. I also add fertilizer every so often and turn the piles twice a week. Can I speed up the process by covering wet piles with black plastic?

Do not do this. Just keep doing what you are doing and have patience with it. Everything will break down into compost, in time. If it isn't going quickly enough for you, perhaps you need to increase your nitrogen components to compensate for the high carbon content of the leaves and sawdust (more grass clippings, manure, kitchen waste, and some fertilizer).
