Yes. However, all the costs and benefits need to be evaluated, such as potential leakage. The potential for leakage can be much higher for afforestation compared to reforestation because forests did not previously exist at the afforested site. This may cause problems with food production on a global scale if agricultural land was taken out of production. Also, issues such as higher water needs should be calculated into the overall societal benefits of afforestation.
