My Colorado blue spruce trees have this years needles being consumed by a small inch worm.

Your trees may have an infestation of an insect called a yellow headed spruce sawfly. This insect emerges in the middle of June in central ND. and feeds for about a month. It can be controlled with a number of insecticides. Early damage will have the new growth partially consumed (half eaten needles). If left untreated the tree will be totally defoliated resulting in the death of the tree.
