Under what conditions can CRP (Conservation Reserve Program) acres be used as a horse pasture? Can an owner "lend" (not rent or make any money) CRP acres to a neighbor needing extra pasture land?

CRP (Conservation Reserve Program) acres are usually off limits for grazing and harvesting, and hefty penalties can be charged if grazing and harvesting occurs without permission.  However, during a severe drought or other extreme situations, the government may release the acres for emergency forage.  I would contact your local Farm Service Agency or Department of Agriculture to determine your options, but it’s unlikely you can graze or harvest CRP land.
