A good starting point for any small meat business in Pennsylvania is the Farmers Guide to Processing and Selling Meat or Poultry. It was published by the PSU Cooperative Extension in 2000. It reviews some of the certifications you'll have to go through with PA Dept. of Ag (but, the guide was intended for fresh meats and not sausages).
